Teresa Pizarro has an extensive background in finance with over 23
years of experience managing budget, fiscal, procurement, contract,
and administrative activities for the County of San Diego.
As the Chief Deputy of Finance, she is responsible for planning,
directing, organizing, and evaluating all budgetary, analytical, and
financial activities for the Assessor/Recorder/County Clerk (ARCC).
Prior to joining ARCC in May of 2014, Teresa provided administrative
and analytical support to general fund and internal services fund
departments such as Department of General Services (DGS), Office of
Emergency Services (OES), and Health & Human Services Agency
(HHSA). She was one of the pioneers in establishing fees for DGS
prior to its transition from general fund to internal service fund.
As a subject matter expert in fiscal functions, she assisted the
County’s Enterprise Resource Planning team in reviewing and finalizing
the business processes during the initial implementation of Oracle
Financials. As the financial lead in OES, she served a critical
function in the department’s coordination of county-wide disaster
response and cost recovery activities. In collaboration with program,
cashier, and fiscal staff, Teresa and the team developed HHSA’s
Regional and Division Public Health Center cashiering procedures. She
also developed a training program on Operating Cost Management for
HHSA’s Central/South Regions, which was implemented as the financial
literacy initiative in ARCC.
Teresa has a Bachelor of Science Degree in Statistics from the
University of the Philippines and has completed training in County
systems such as Performance Budgeting, Oracle Financials, Microsoft
Office, Kronos and PeopleSoft, in addition to Contracts, Supervisor
and Finance Academies.
The San Diego Business Journal honored Teresa as a Woman of
Influence in Accounting and Finance in January 2024.
