ARCC Leadership Staff

Alejandra brings extensive experience, and a dynamic skill set to this role. She joined ARCC in 2023 as Chief Deputy, overseeing Human Resources and implementing customer experience strategies for both internal and external stakeholders. Alejandra has been instrumental in leading the cultural transformation within ARCC, emphasizing our commitment to put people first with great customer service.

Her previous roles include serving as Chief of Staff for the Maricopa County Assessor, where she was an adviser and strategic partner to elected officials (including the Recorder and Treasurer) and senior leadership, managing operations across Human Resources, Finance, and Public Affairs. Additionally, as Administrator for the Maricopa County Clerk of the Superior Court, she led efforts in Human Resources and Public Affairs, ensuring collaborative workflows and public access to judicial records and services.

Val brings more than 35 years of experience in the fields of recording, records management, archives, and information technology.

Hired in 2011, Val is responsible for the County Clerk, Recorder, and Archives divisions. Prior to her work in San Diego, Val held positions in Washington State as the Deputy State Archivist and Director of Corporations and Charities, and management positions in King, Snohomish, and Thurston counties.

Val received her M.B.A., with an emphasis in Information Technology, from the University of Washington. She is a certified archivist and the County Clerk’s Legislative co-chair. She previously served as the County Recorder’s Legislative co-chair, director for the National Association of Government Archives and Records Administrators (NAGARA), and director for the Property Records Industry Association (PRIA).

A native of Washington, Val is married to Jerry, retired State Archivist of Washington, and together they have six children and 12 grandchildren. Val is an avid bicyclist, knitter, and walker.

Teresa Pizarro has an extensive background in finance with over 23 years of experience managing budget, fiscal, procurement, contract, and administrative activities for the County of San Diego.

As the Chief Deputy of Finance, she is responsible for planning, directing, organizing, and evaluating all budgetary, analytical, and financial activities for the Assessor/Recorder/County Clerk (ARCC).  Prior to joining ARCC in May of 2014, Teresa provided administrative and analytical support to general fund and internal services fund departments such as Department of General Services (DGS), Office of Emergency Services (OES), and Health & Human Services Agency (HHSA).  She was one of the pioneers in establishing fees for DGS prior to its transition from general fund to internal service fund.  As a subject matter expert in fiscal functions, she assisted the County’s Enterprise Resource Planning team in reviewing and finalizing the business processes during the initial implementation of Oracle Financials.  As the financial lead in OES, she served a critical function in the department’s coordination of county-wide disaster response and cost recovery activities.  In collaboration with program, cashier, and fiscal staff, Teresa and the team developed HHSA’s Regional and Division Public Health Center cashiering procedures.  She also developed a training program on Operating Cost Management for HHSA’s Central/South Regions, which was implemented as the financial literacy initiative in ARCC. 

Teresa has a Bachelor of Science Degree in Statistics from the University of the Philippines and has completed training in County systems such as Performance Budgeting, Oracle Financials, Microsoft Office, Kronos and PeopleSoft, in addition to Contracts, Supervisor and Finance Academies.

The San Diego Business Journal honored Teresa as a Woman of Influence in Accounting and Finance in January 2024.

Leeanna Kirby is being promoted to Chief Deputy Assessor Valuation from being our Assessor Division Chief I - Mapping. Leeanna has successfully led our Mapping and GIS Division. She and her team were highlighted this year for their successes as conference speakers at the 27^th GIS/Valuation Technologies Conference in Charlotte, North Carolina. Leeanna has over 25 years of appraisal experience, teaching appraisal courses, and as a leader in our industry. Leeanna joined ARCC in 2011 and has since worked in various capacities, including appraising commercial and specialty properties and resolving numerous AAB cases. Leeanna earned her Bachelor of Science in Business Administration and Real Estate Studies from Marylhurst University (now Saint Martin’s University).

Brooke comes to us from the Ventura County Assessor’s office, where she has served as a Chief Appraiser.

Brooke has over 20 years of appraisal experience and as a leader in our industry. Since 2006, she has played an integral role in property valuation as an appraiser, then promoted to a senior appraiser and ultimately growing into her leadership role. While at the Ventura County Assessor she’s conducted appraisals for residential, commercial and other specialty properties. She’s prepared and provided expert testimony in appeal hearings and court cases, served as lead for their exemption teams, developed and created comprehensive policies and procedures related assessment processes, conducted and enhanced training plans, along with establishing quality assurance standards to ensure efficiencies. Brooke has also played an important role in Ventura for IT projects and system implementations related to a new property tax system and geospatial information systems (GIS). Brooke earned her Bachelor of Arts in History and Spanish from Sonoma State University and her Master of Public Administration from California State University, Northridge.

Tai Nguyen is a seasoned IT professional with over 25 years of experience, including pivotal roles within San Diego County and its IT outsourcing partners. Most recently, he served as the IT Principal for the Public Defender’s Office, leading transformative initiatives to modernize IT infrastructure and mission-critical systems.

Tai spearheaded the implementation of a groundbreaking digital evidence management system, seamlessly integrating with justice partners across the county to enhance speed and accuracy. He also modernized the office’s case management system, introducing features such as texting-correspondence, workflows for holistic defense, and mental health support capabilities. These innovations have positioned the San Diego County Public Defender’s Office as a national leader in public defender technology and earned Tai recognition as an expert in case and evidence management systems.

With extensive expertise in software development, network engineering, and information systems, Tai holds a master’s degree in information systems and multiple professional certifications. His approach blends technical excellence with a commitment to exceptional customer service, emphasizing respect and kindness in every interaction.

Originally from Vietnam, Tai has been a proud San Diego resident for over 30 years. Outside of work, he enjoys outdoor adventures, riding motorcycle, cultivating bonsai trees, and tackling DIY projects. A dedicated husband and father of two, Tai prioritizes balancing professional achievements with a rich and fulfilling personal life.

Martin comes to us with a strong background in public service and leadership. He holds a Bachelor of Arts in Political Science from San Diego State University and has demonstrated exceptional leadership and operational skills in his previous roles at the San Diego County District Attorney’s Office.

Most recently, Martin served as the Director of Prevention and Intervention Programs at the District Attorney’s office, where he managed a team, oversaw program outcomes, and built trust and strong relationships with community members and other governmental agencies to resolve community cases.

Currently, Martin is a Trustee at the San Ysidro Elementary School District.

Prior to his work with the District Attorney, Martin served as a Legislative Aide in the California State Senate, where he was deeply involved in policy research, legislative analysis, and public speaking.

In addition to his professional experience, Martin is committed to volunteer work, serving as a Board Member of Border View YMCA, Treasurer of the Imperial Beach Neighborhood Center, and a past Board Member of the San Diego County Hispanic Chamber. His dedication to community service and his bilingual skills in English and Spanish make him an outstanding addition to our organization.

Bobbie joins the ARCC staff with knowledge and experience in both television and online media production.  Most recently, she spent the last decade leading the new media efforts for a B2B media company creating award-winning editorial videos, podcast series, educational and marketing content for their online brands and publications.  

Her passion for storytelling drives her creative ambitions, and as Communications Manager, she looks forward to creating and producing media with the team that will deliver our message to our customers, our community and our co-workers.

Bobbie resides in San Diego with her husband Kevin and is an alumni of San Diego State University where she obtained a B.S. in Television, Film and New Media.

J.R. is an Executive Staff Officer that will be working side-by-side with the executive team, helping us achieve goals to keep ARCC moving forward. He is a team-oriented professional, eager and willing to lead and work collaboratively with colleagues to successfully achieve goals and expectations. His organizational skills have allowed him to prioritize schedules and complete projects within time and budget guidelines. He has a Master of Arts in Diplomacy with a concentration in International Conflict Management from Norwich University and a Bachelor of Arts in International Security and Conflict Resolution with a specialization in Conflict, Conflict Resolution, and Cooperation from San Diego State University.

J.R. is heavily involved in our community. He is the elected Secretary of the Pine Valley Community Planning Group and serves as the President of the Pine Valley Fire Safe Council. He previously served as the Treasurer of the Resource Conservation District of Greater San Diego, the President, Secretary, and Parliamentarian of the Latino American Political Association (LAPA), and Vice Chair at the Citizens' Law Enforcement Review Board (CLERB) for San Diego County. He is the founder of the HOPS Foundation, a 501(c)3 nonprofit organization that focuses on preserving and enhancing local public spaces while collaborating with local craft breweries. 

Andrew Cruz is a proud born and raised in San Diego. Growing up in this beautiful county shaped his life and instilled a deep appreciation for the sense of community and the hard work it takes to maintain such a wonderful place to live.

Over the years, He had the opportunity to contribute to impactful projects, including managing a high-profile campaign that focused on addressing community needs and priorities. He also had the privilege of serving as a trustee on the Poway Budget Review Committee, where he gained valuable experience in balancing competing priorities and making decisions that positively benefited the community.

Andrew bring a diverse skill set in management, database administration, and creative problem-solving—tools that are essential for delivering operational excellence. His strong writing skills and project management expertise are key to enhancing communication and outreach efforts that make a difference in the lives of our residents.
